项目位于深圳福田区华强北电子商业街核心地段，西临华强北路，南接百花四路，地处高度密集的城市中心区。用地面积仅1560平方米，总建筑面积17609平方米，其中计容面积13500平方米，容积率达到9.0。

The project is situated in the core area of Huaqiangbei Electronics Commercial Street in Futian District, Shenzhen. It borders Huaqiangbei Road to the west and Baihua 4th Road to the south, located in a highly dense urban center. The project covers a land area of only 1,560 square meters, but its total floor area reaches 17,609 square meters. The gross floor area (GFA) is 13,500 square meters, resulting in a plot ratio (floor area ratio) of 9.0.

一线城市派出所建设的普遍“困境”

The Common "Dilemma" of Police Station Construction in First-Tier Cities

华强北派出所项目用地于2012年获批，原规划为6层建筑。作为“中国电子第一街”，华强北发展快速，商业高度繁荣，已成为全国最大的电子产品集散中心。伴随区域发展，警力需求持续攀升，原有规划的建设规模已远不能满足实际需求。

The land for the Huaqiangbei Police Station project was approved in 2012, originally planned as a six-story building. As the "No. 1 Electronics Street in China," Huaqiangbei has developed rapidly, achieving a high level of commercial prosperity and becoming the largest electronics distribution hub in the country. With the area's growth, the demand for police services has continued to rise, rendering the originally planned scale insufficient to meet actual needs.

项目地处城市核心区，周边用地高度饱和，难以拓展。因此，设计的核心挑战在于如何在极其有限的原有地块上，打造一个功能完善、运作高效的现代化派出所。

Located in the urban core, the site is surrounded by highly saturated land with little room for expansion. Thus, the core challenge of the design lies in creating a fully functional, highly efficient modern police station within the extremely limited original plot.

此类空间受限的困境，是华强北乃至众多城市核心区派出所建设面临的普遍难题。本项目的设计与实践，旨在探索并提供一种切实可行的解决方案。

This spatially constrained condition reflects a systemic challenge for police station development in Huaqiangbei and other high-density urban cores, where land scarcity collides with growing public safety needs. The design and implementation of this project aim to explore and provide a practical solution.

服务导向下的派出所设计新思路

A New Service-Driven Design Framework for the Police Station

随着警务理念的迭代升级，新时代警务更加注重服务与保障。作为改革开放前沿，深圳的警务建设始终坚持以人民为中心，强调亲民便民。因此，本派出所设计致力于突破传统封闭形象，在兼顾庄重感的同时，塑造简洁、透明、高效的现代警务气质。

With the progressive evolution of policing philosophies, modern law enforcement places greater emphasis on service and public support. As a pioneer of reform and opening up, Shenzhen's policing initiatives have always adhered to a people-centered approach, prioritizing accessibility and convenience for citizens. Therefore, this police station design seeks to break away from the traditional closed-off image, balancing solemnity with a simple, transparent, and efficient modern policing ethos.

这种侧重“服务”的理念，在建筑的外在形象与内部空间设计中均得到体现。无论是面向市民的对外服务，还是内部的纪律管理，两种功能都在空间布局中实现了更精细与更日常化的设计。派出所的建设目标，是使其成为一座人性化、有温度的社区服务设施。

This "service-oriented" concept is reflected in both the building's external appearance and internal spatial design. Whether for public-facing services or internal disciplinary management, both functions are realized through more refined and routine-oriented spatial layouts. The goal is to transform the police station into a humane and welcoming community service facility.

空间的“秩序化”逻辑

The Zoning Logic of "Ordered Space"

项目用地高度紧张，却需承载极其复杂的功能需求：既要满足对外服务、接报警等常规职能，又要容纳肩负“区域安全大脑”重任的第三代合成作战指挥中心，同时还需配备完善的后勤生活区，保障全体民警、辅警的日常起居、备勤住宿及餐饮。

The project site is extremely constrained yet must accommodate highly complex functional requirements: it must fulfill routine duties such as public services and emergency response, house a third-generation integrated command center serving as the "security brain of the region," and provide comprehensive logistical living areas to support the daily lives, standby accommodations, and dining needs of all officers and auxiliary police.

面对如此多元且密集的功能要求，竖向分区成为唯一可行策略，在垂直空间上进一步划分功能区域，形成高效的秩序，从而满足接警、办案、押解、办公等流程化工作和相对自由的后勤生活空间的需求。

Faced with such diverse and intensive demands, vertical zoning becomes the only viable strategy. The vertical space is further divided into functional zones, establishing an efficient spatial hierarchy that accommodates both process-driven workflows (emergency response, case handling, detainee transfer, and administration) and flexible logistical living areas.

设计在形体逻辑上将建筑分为三个体量，从下往上分别布置办公区、后勤生活区、多功能训练厅，从而解决对外对内的需求。体块之间根据需求，置入就餐区、警营文化中心，空中绿化架空层，形成共享服务空间，使各区域相互独立，又通过公共空间保持紧密的联系。

The design divides the building into three volumes based on functional logic: the lower section houses office areas, the middle section accommodates logistical living spaces, and the upper section contains a multifunctional training hall, addressing both external and internal needs. Between these volumes, dining areas, a police culture center, and elevated green terraces are inserted to create shared service spaces, ensuring independence for each zone while maintaining close connections through communal areas.

从“权力秩序”到“人性关怀”的空间嬗变

Spatial Evolution: From "Power Order" to "Humanistic Care"

派出所作为执法机关，其运作必须高效、精密，这是履行职能的基础。然而，在建筑中工作与生活的民警，同样需要纪律之外的情感关怀空间。

As a law enforcement agency, the police station must operate with high efficiency and precision—this is the foundation of its function. However, the officers who work and live within the building also need spaces for emotional care beyond discipline.

项目面临的现实挑战是：用地极其有限，标准层面积局促，且需严格遵守党政机关办公用房标准。这些条件决定了常规办公空间必然以高效集约为主导。所以穿插于主体功能体块之间的公共空间打造，成为项目的关键。

The project's practical challenge lies in its extremely limited site area, cramped standard floor plates, and the need to strictly comply with government office space standards. These constraints dictate that conventional office spaces must prioritize efficiency and compactness. Thus, the creation of public spaces interspersed among the main functional volumes becomes a key aspect of the project.

（1）首层警务服务大厅面向城市绿地，采用大面积的玻璃增强了建筑内部空间与城市之间的视觉联系。内部设立“5G＋智慧报警终端，智慧便民终端”，针对群众来所报警报案、咨询求助，整合治安、户政、签证等近300项业务，实现高效便民服务。

Facing urban green space, the hall features extensive glass walls to enhance visual connectivity between the interior and the city. Inside, "5G+ smart reporting terminals" and "smart service kiosks" are installed, integrating nearly 300 services—including public security, household registration, and visa processing—to provide efficient and convenient assistance for reporting crimes, consultations, and emergencies.

（2）9—11层结合架空层绿化，布置食堂与警营文化中心，形成空中庭院，在有限的用地中，创造相对自由舒适的生活辅助空间。同时增加高密度城区的绿化设施，改善区域微气候。

Combining green terraces with elevated floors, a canteen and police culture center are arranged to form sky gardens, creating relatively free and comfortable auxiliary living spaces within the limited site. This also adds green infrastructure to the high-density urban area, improving the microclimate.

（3）由于地面没有空间按照规范设置训练场地，20层设置架空绿化训练场，21层设置多功能室内训练场，大空间场地满足警务队伍日常的训练及重大活动的举办。

Due to the lack of ground-level space for standard training grounds, Floor 20 features an open-air green training area, while Floor 21 houses a multifunctional indoor training hall. These large spaces meet the daily training needs of the police force and host major events.

通过简单的形体和合理的结构空间设计，力求将自然引入内部的公共空间，满足市民与民警对工作和生活舒适度的需求，打造一座集业务办公、后勤配套于一体的现代化派出所。

Through minimalist massing and rational structural design, the architecture strategically introduces natural elements into interior public spaces. This biophilic approach addresses both citizens' and officers' ergonomic needs, culminating in a modern police station that seamlessly integrates operational facilities with logistical support.

现代派出所的外观形象探索

Facade Innovation in Modern Police Station Design

区别于传统的派出所，服务理念的革新与功能的多元化，必然带来形象的更新迭代。为了对外呈现内在的公共服务空间，在这片狭小的用地内，设计创造了一系列露台和绿化架空层，使建筑展露了更多的人性化的特征。

Unlike traditional police stations, the innovation in service philosophy and functional diversity inevitably drives an evolution in appearance. The external expression of internal public service spaces manifests in a series of terraces and green elevated floors within this narrow site, giving the building a more humanized character.

建筑立面也对城市环境有所回应，西侧朝向城市景观，能够形成通透界面，从而使建筑和景观之间形成渗透和互动。南北侧与东侧靠近居民楼，为保证内部办公的隐私性，以实面为主，最大程度减少与周边住宅之间的相互干扰。

The façade also responds to the urban environment: the west side faces the cityscape, forming a transparent interface that allows permeability and interaction between the building and its surroundings. The north, south, and east sides are adjacent to residential buildings, prioritizing solid surfaces to ensure privacy for internal operations and minimize interference with neighboring homes.
